A Board of Directors composed of representatives from member companies and an Executive Committee made up of the association's officers govern EMA. The Board determines how the organization functions, sets the association's direction and priorities, and approves positions taken on major policy issues. EMA maintains a staff to carry out the functions of the organization.

The majority of EMA's activities are completed using a committee approach. EMA has established a number of committees based on product line, function, or topics of interest to members. The committees are composed of representatives from member companies with an interest or stake in the committee's activities. Committees are staffed by EMA personnel and conduct the business of the association through a consensus process.
